DB-backed IR Source Config. Replaces the legacy IR_EARNINGS_PR_CONFIG dict in scripts/web_config.py. Four URL surfaces: quarterly_results + archive, news + archive. Auto-seeded by scripts/ir_source_config_autodetect.py; operators correct mis-detections here. Setting any field flips verified_by to operator and pins confidence=1.0. At least one URL must be set per row.
